  • requirements gathering (from end users/ stakeholders)
  • understanding what is realistically possible (RFI?)
  • specifications/requirements (mandatory and “”nice-to-have”)
  • RFP (or other procurement process)
  • RFP evaluation and award
  • detailed project scheduling
  • project monitoring
  • on-going evaluation
  • testing and acceptance
  • closure
